Among those listed is Kirill Fedorov, a military blogger who solicits crypto donations via Telegram for Russian frontline units. TRM Labs tracked his donations flowing to non-custodial exchanges, global exchanges via intermediary addresses, and Garantex—a sanctioned Russian exchange seized in March 2025. The designations subject listed individuals and entities to asset freezes and prohibit EU persons from making funds available to them. The package aims to further constrain Russian resources amid its invasion of Ukraine, targeting energy revenues, military supplies, propaganda, and human rights abuses.
